There were only 3 convicted jail terms there are 19 paedophiles who were not identified or charged and the police said the investigation was a great success. How did these people gain access to these childrens homes there were hundreds of children and social workers visited them everyday they must have been aware of the ‘swimming instructor or the ‘football coach because they were visible. They and other paedophiles had somehow had gotten inside these places and to got to abuse these defenceless children. Since, the demand of Chinese milk increased significantly and the milk supply source has been polluted, the problem got serious in 2008. If Chinese government inspected the quality of Sanlu continuously, the situation will be under controlled. Moreover, the respond of the milk incident was too slow to control the situation. The Shijiazhang government and the Communist Party of China did not report about the said issue to the provincial and state level authorities till 9 Sep, 2008. At that time, about 53000 infants were already affected. On the steadily growth market and growth strategy of Sanlu Since there is high demand in milk industry and there is not strict control over the milk supply, more and more farmer and agent joined the supply market for making money. The situation got worse after the Mengniu and Yili enter into the Hebei market because the supply of milk was tight in this fast growth market. Since the milk demand from Sanlu and other company increased steadily, the market collection station cannot get enough milk for production. Since it is a profitable market to sell milk to these producers, many middlemen aroused and sell the milk to Sanlu directly. They were not ethical enough since they had diluted the milk to increase the supply volume for more profit and they added this melamine into the milk which was harmful to infants. Since not quality inspection from milk station, this toxic milk was finally gone into the market and lead to the milk scandal finally. Sanlu also needed to responsible on this issue since its growth strategy in market share made they ign ore the quality control by milk station and make this incident. Finally, the covered error of the milk scandal did not made the problem dismissed. Reversely, it generated a serious problem not only about the image destroyed of Sanlu its own but also the image of Chinese milk products, hundred thousand of farmer made not income and needed to kill all of their cows as well as thousands of infant were suffered from Kidney stone. Sanlu and Government actions toward the milk scandal On September 17, 2008, the Chinese Health Minister, announced that melamine contaminated milk had led to more than 6,200 children falling ill in the country and over 150 children suffered acute kidney failure. Six days later it was announced that four children had died and the number of children falling ill had increased to 54,000. On Sanlus production and management actions On September 12, 2008, the Hebei provincial government ordered Sanlu to stop production after preliminary investigation confirmed that melamine contaminated baby formula was the reason for kidney stones among children. The company was also ordered to stop sales of all brands of its baby formula, recall its products, and destroy all the products that were unsold and recalled. Also Sanlu set up a fund of 800,000,000 yuan, which 700,000,000 yuan was estimated to be the compensation amount that the compensation amount that the company needed to pay to its customer such as refund, hospital expenses and compensation on sick or death of the infants. On September 15, 2008, Sanlu had issued a public apology of its role in the milk scandal. Zhang Zhenling (Zhenling), Vice President of Sanlu, read out a letter of apology at a news conference in Shijiazhuang, The serious safety accident of the Sanlu formula milk powder for infants has caused severe harm to many sickened babies and their families. We feel really sad about this. Sanlu Group expresses its most sincere apology to you. We solemnly declare we will recall all the infant milk powder produced prior to August 6. And for those produced after that date, we will also make a recall if consumers have doubts and worries.15 Later, Sanlu also sacked Wenhua. On Government actions The Health Ministry informed the World Health Organization, Hong Kong, and Macaus health departments, the New Zealand Embassy in China, and the press about the melamine contamination in baby formula. The Ministry also announced that a free medical checkup would be given to affected children. It sent medical specialists to hospitals across China to help treat the affected children. Started from September 2008, the Chinese government started a nationwide inspection of baby milk powder. It announced that liquid milk products including packaged milk and yoghurt would be checked for melamine contamination. On September 16, 2008, GAQSIQ announced an inspection of all Chinese baby milk powder makers and found traces of melamine in 69 batches of baby formula produced by 22 companies including brands like Mengniu,12 Yili,13 and Bright Dairy.14 After the inspection, these dairy firms were ordered to stop new production and sale of dairy products. As the milk scandal escalated, steps were also taken against some government officials. While some of them were sacked, some of them resigned owning moral responsibility. On September 17, 2008, Ji Chuntang, Vice-Secretary of the Shijiazhuang Municipal Committee of the Communist Party of China (CPC) and Mayor of Shijiazhuang, was removed from his job. Earlier, four officials including the Vice Mayor in charge of agricultural production, the Director of Shijiazhuang Municipal Animal Husbandry and Fishery Bureau, the Director of Shijiazhuang Municipal Food and Drug Administration, and the Director of Shijiazhuang Municipal Bureau of Quality and Technical Supervision were dismissed. On September 22, 2008, Li Changjiang, the Director of GAQSIQ, resigned. On September 26, 2008, four executives of Sanlu including Wenhua were arrested for producing and selling sub-standard products. Milk dealers and suppliers were also arrested for selling contaminated milk to dairy companies. Jiabao, the then Premier of the State Council of the Peoples Republic of China, said, The government will put more efforts into food security, taking the incident as a warning. What we are trying to do is to ensure no such event happens in future, by punishing those responsible leaders as well as enterprises. None of those companies lacking professional ethics or social morals will be let off.16 In an effort to restore confidence among domestic and international consumers, the Chinese government introduced a new set of quality control standards which included strict limits for melamine in dairy products. In the case of infant formula, the limit was set at one milligram of melamine per kilogram and the limit for liquid milk at 2.5 milligrams per kilogram. On October 09, 2008, in an effort to stimulate the dairy industry of China, the Chinese government announced an emergency rescue plan for the affected dairy farmers. The government planned to give 300 million Yuan in subsidy. In addition, the interest rate for loans granted to dairy producers to buy raw milk was also reduced by 3 percent for the period between October and December in 2008. Some local governments in China had also promised to give a subsidy to the dairy farmers. For example, the Hebei province had allocated 316 million Yuan (US$46.4 million) as subsidies to dairy farmers. The dairy companies in China had to recall several thousand tons of melamine contaminated milk products. Sanlu was ordered to recall its products immediately after the Hebei provincial government found melamine contamination in its baby formula. After GAQSIQ had found melamine contamination in the products of 22 Chinese dairy companies, they were also asked to recall their products. On October 15, 2008, GAQSIQ ordered recall of all dairy products made before September 14, 2008. According to a notice issued by the agency, All supermarkets, shops, and all city, town, and village-level vendors will urgently remove and seal up all milk powder and liquid milk made before September, pending further testing. On December 27, 2008, it was announced by the Chinas Dairy Industry Association that the affected children and their families would get compensation from the 22 companies found guilty of producing and selling contaminated milk powder. According to the statement issued by the Association, The enterprises offered to shoulder the compensation liability. By doing so, they hope to earn understanding and forgiveness of the families of the sickened children. The money for compensation is in place now and will soon be handed to the people who have custody of the sickened children through various channels. If the babies suffer from relative after-effects, all medical fees will be covered by the fund. In a letter sent to the victims and their families by these 22 companies, the compensation amount was specifically mentioned for sick children, for those who were suffering from kidney failure, and for families whose kids had died because of the tainted milk powder. It was also mentioned in the l etter that dairy producers would set up a fund to pay the medical costs of the children who were ill, until they reached the age of 18. On January 22, 2009, two people were sentenced to death for their involvement in the Chinese milk scandal. Wenhua was given a life imprisonment and three other executives were given imprisonment from five to fifteen years In my personal opinion, the government failed to supervise product quality responsible. Laws and ethics Nonetheless, only depends on laws, it is not sufficient to ensure the problem would not exist in future. It is more difficult to depend on enterprise to follow the law in PRC such the corruption and education level is not high. There are many acts that are legal but unethical. And there are also many people use money to change illegal to legal by cover the problem or override the checking from government. As in the milk scandal, the use of small amount of melamine was legal because it is not harmful to adult; there was no regulation on it. We believed that it is the value of Chinese enterprise was too famous on profit and do not know clearly what ethical standard they needed. In order to reduce the negative image toward Chinese product such as foods, drinks, electronic and toy. Chinese government should pay more effort on improve the ethical standard by education and control of the government officials. If they cannot to do so, the short-term goal of Chinese enterprise toward profits without concern on general public would affect the development of the economy of whole Chinese market.

Often, security guards are in uniform and act to protect property by maintaining a high visibility presence to deter illegal and wrong actions, observing either directly, through patrols, or observing from alarm systems or close circuit television (CCTV) cameras, for any indication of offense, fire or confusion; then taking action and reporting incident to the authorities and emergency services as suitable. Exploited Worker can be referred to as an underpaid, overworked, long hours at work and the worker is still unable to provide basic needs e.g. food, housing and other survival items. It is also appropriate to mention that where business markets are under the control of capitalists, they exploit the workers more than anything one can think of. Due to ever increasing unemployment problem, people are queuing up to be exploited just to keep themselves alive. This factor should be kept in mind that this is not a natural system. With the knowledge and awareness each and every person can have their dignity. In this regard, it is must that not only government legislature should pass such laws and lay such standards, which should compel the employers to look after the interests of their employees. (Figlan, 2010) Security personnel enforce their companys rules and can act to protect lives and property. Besides basic deterrence, security officers are often trained to perform specialized tasks such as arrest and control (including handcuffing), write reports, perform first aid or Cardiopulmonary Resuscitation (CPR), operate emergency equipments, take notes, and perform other tasks as required by the client they are serving. Many security guards are required to go through additional training mandated by the state for the carrying of weapons such as batons, firearms, and pepper spray. This practice is asking increased requirement for regulating increased use of physical force. Private security industry is developing rapidly with the passage of time and distinction between detective and security agencies has become difficult. (Kontos, 2004) The history of the private industry is reviewed. The latest development in this profession is identified as the expansion by some agencies into the field of security services. This trend implies that the distinction between detective agencies and security companies is now mixing up, making it difficult to isolate the problems of the two functioning groups. Despite their growing numbers, there is a number of problems and controversies surrounding the services offered and the organization and characteristics of these companies. (Liss, 2009) Relations between security and development have been increasingly recognized, Security Sector Reform has become a central part of development policy. Following a traditional Weberian conception of the state, these programs are almost exclusively focused on the public security sector, neglecting the extent to which people in developing countries have come to rely on private security providers for their day-to-day security needs. However reforming of public security institutions is important, but a strict public/private distinction is a poor guide to security sector reform. Focusing on Sierra Leone and Kenya, bringing the private security in is crucial to a comprehensive understanding of the security situation in most countries and that any attempt to ensure better security for all must take account of private actors. Private security companies and their integration, not simply in terms of the maintenance of law and order, but also in terms of who has the access to security. It will ul timately bring legitimacy of social and political orders. (Williams, 2006) Interviews with employees and management staff reveal that property theft represents a minority share of the more common signs of employee defiance slow or sloppy workmanship, sick-leave abuse, alcohol and drug use at work, long coffee breaks, and coming late and leaving early. On the other hand in the literature, the authors establish that both property theft and counterproductive actions can best be explained by factors intrinsic, not extrinsic, to the work settings. Because dissatisfied employees are more often involved in property and production deviance, management should be sensitive to employees attitudes and perceptions and to the organizations manner of dealing with the behavioral values. Incorporating younger employees, who uttered more dissatisfaction and reported more deviance, into the company might be cost-effective in reducing theft and other forms of deviance. Since employees in general are more likely to steal if they do not perceive a chance of being checked, manag ement should apply a strict policy regarding theft to employees. Societal controls and not physical ones, are likely more useful in the long run the best deterrents. (Hollinger Clark, 1983) During the 1970s, occupational opportunities for women opened up for corrections were also a volatile one for prisons. Male guards, already threatened by changes imposed from without, were aggressive toward women coworkers. The attitudes of prison administrators, union leaders, male guards, and prisoners with regard to womens presence in mens prisons, the shapes that opposition to women takes and the ways in which this hostility figures the working lives of the feminine guards. Women usually resort to one of three strategies: perform a limited range of guard duties, avoiding inmate contact; work on all posts and obey all formal rules and procedures, but have no flexibility; and form alliances with the inmates. An assessment of female guards impact on prisons comments that, while no evidence exists that their presence has led to a decrease in security; most female guards are less willing and able to use physical force against inmates than males. Much of the popular and academic literature on gated communities promotes this view. Yet the common perception of gated communities as privileged enclaves turns out to be only partly correct based on our analysis of the first ever census survey of these places. There are gated communities composed of mostly White homeowners with high incomes that have a secure main entry-the kind of classic gated community in the public mind. But there are also gated communities that are inhabited by minority renters with moderate incomes. It reviews the difficulties observers face in determining the nature, manifestations and size of private policing and security industries, and in predicting future trends. Despite these hurdles, this paper offers a new definition of private policing, and concludes by making a number of observations about preferred research agendas to further the quest for good data on, and a better understanding of, this most interesting modern social phenomenon. This leads to the larger question of whether and in what manner it is possible to regulate the security society so as to ensure accountable, fair, and inclusive provision of protection. There are two types of vektere firstly uniformed or civil-clothing officers who watch over private and semi-public properties and secondly government-hired vektere who work in public places like the Parliament. The law provides more enforcement powers to security officers in the Parliament than to private security officers. It is mandatory that security officers must undergo three weeks training and internship. However they are allowed to work for six months after one week of the introduction course. Its also possible to choose Security as a high school major, which requires two years of school and two years of trainee positions at private companies, resulting in a certificate from the government. This certificate makes it easier to get a job, with slightly higher pay. The certificate can also be obtained by private security officers who have had a minimum of 5 years working experience. In addition to normal vektere there is also a special branch for Ordensvakter who normally work as bouncers or security at concerts and similar types of events. Ordensvakter has to undergo an extra week of training to learn techniques on how to handle drunken people and people on various drugs. They also learn about the alcohol laws of Norway. The police in the local police district must approve each Ordensvakt. These special regulations arose after events in the 1990s when bouncers had a bad reputation, especially in Oslo for being brutal and rough with people. At that time, the police had no control over who worked as bouncers. After the government forced training and mandatory ID-cards for bouncers the problems have been reduced. The police of Oslo report that Ordensvakter are now helping the police to identify crimes that otherwise would not be reported. In 2007 several guards from the Securitas (Security Company) were arrested for brutality against a robber whom they apprehended on the main street of Oslo. The crime was captured with a mobile camera by pedestrians and created a public outcry, with many objecting to the way the security guards took the law in their own hands. Later, it came to light that the thief first attacked the security guards when they approached him, so the brutality charges were dropped. As a result of this episode, the police said that they would be more careful when conducting criminal background checks for security guards. Before 2007 security guards were checked when they applied for a job, but not while they were working. Security companies were also criticized for not checking criminal records sufficiently, in some cases but not at all. Now guards working in private security must be checked annually. The police have the authority to withdraw a companys license if the company does not submit lists of emp loyees to the police. The police in Norway were widely criticized for not checking guards properly, and even when they encounter an issue with a guard, the guard can still work for months before anything is done. The security company G4s, after being criticized by police for hiring criminals, stated that they cannot do anything about the problem, because only the police have the ability to check the guards criminal records. Today there are around 15,000 people working within private security in Norway. The police have around 10,000 employees in total. There has been no formal research carried out in private security industry. However, a large body of evidence from print media supports this observation. This research intends to discover the reasons for failure of private security personnel in provision of on-site services to private individuals and businesses. This research purports to address the following: Task-specific factors that may lead to poor ability or inefficiency at work of the security personnel (Efficiency is the input-output ratio). Work-context factors that may lead to poor ability or inefficiency at work of the security personnel, e.g. pay, relationship with supervisors, supervisory quality. Work-context factors support the central task in the organization. 5. RESEARCH METHOD Primary data will be collected through personally administered questionnaires consisting of both semi-structured and open ended items. The questionnaire shall be administered to security guards, security company management and corporate clients employing security guards, in the district of Rawalpindi (Pakistan). For years people have been looking for a cure for the devastating disease of cancer. Cancer is the third highest killer in the US with over 2,500,000 victims per year. Oncologists and scientists around the country are researching all forms of cancer in an effort to understand, treat, and ultimately defeat this disease. Already there have been numerous advances in the field, such as chemotherapy and gene therapy. One advance has been the use of a cell process known as apoptosis. By harnessing this normal cell process, scientists hope to have found an effective way to combat cancer. Cancer is a disease that affects human somatic cells. It causes the cells to divide uncontrollably and form masses known as tumors. There are two different types of cancer tumors. Some tumors are benign and other tumors are malignant. Benign tumors look similar to the tissues that they came from and develop slowly. The tumor remains in the same area that the tumor originated in. Malignant tumors are formed from cells that do not resemble the tissue that they came from. They vary in shape and size. This enables pieces of the tumor to break off and spread to other places in the body. Over the past few decades cancer has become a very prominent disease. There are many different types of cancer and many different causes for the the disease. Most cancers are because of a genetic mutation. The most common type occur when a cell is dividing. Proto-oncogenes, which are alleles in a normal cells, mutate to form oncogenes. These oncogenes cause cancer because they do not allow the cells to sel f destruct or become epistatic. More research needs to be done, but the knowledge obtained from this experiment that alpha5beta1 integrin prevents premature cell death is an excellent step forward in the fight against cancer. There are untold possibilities of the medical applications of not only alpha5beta1 integrins, but all of the many integrins and cell adhesion molecules that play important roles in cell function.
